I believe it is a paper mache/ composition type of material. It is an english bobby riding a bull. It is a multiple nodder. The bobbies head moves as well as the tail of the bull and the ears of the bull. I have tried to show this in the video. They are on small strips of metal which makes those areas move/shake. The horns on the bull are metal. It has glass eyes, however one is missing. (Bulls left eye) The head of the bull where it goes into the body is loose and hangs a bit. (shown in photos) There are some areas of chipping/crazing light cracking in the paint as shown in the photos. I believe this is a very old German piece, but don’t see any markings on it. 5-1/2 tall and 5-1/2 long. It is a stunning candy container and have never seen another one! It has been in my collection for over 25 years. I will do my best to answer them.
